Since
1993 NOSCA has conducted an annual seminar in Norway, where NOSCA members an a
maximum of 50 international participants engaged in an in-depth review of
pressing issues related to oil spills. Over the years, representatives from
more than 27 countries have attended NOSCA seminars. The seminar also includes
participation in Norway's oil spill control exercise.

The 9th International Oil Spill Technology Seminar 10-14 June
The
seminar took place at the Norwegian Center for Marine Environment and
Safety in Horten, which was the headquarters of the Norwegian Pollution Control
Authority (the Norwegian Coastal Administration), and in Bergen on the west coast of Norway
Day one, June 11, was devoted to a presentation of the Norwegian Coastal Administration’s activities and
Norwegian preparedness against acute pollution, including a tour of the Centre facilities. In the morning of day two, all seminar attendants
traveled to
Bergen by air, where the seminar continued with a follow-up lecture on the
wastage of 11000 ton to fuel oil from the two sunken parts of the tanker
"Erika", off the coast of France, as well as presentation on recent
spills in Latin America. On day three, June 13, seminar participants attended
the Norwegian Coastal Administration's comprehensive oil spill response exercise, involving vessels from the
Norwegian Coast Guard, NOFO (Norwegian Clean Seas Association for Operating
Companies) and from the Sture crude oil terminal (Norsk Hydro) and the Mongstad
terminal/refinery (Statoil), as well as the Norwegian Coastal Administration's own vessels, approx. 25 in
all.

The 8th International Oil Spill Technology Seminar

OIL SPILL PREVENTION & TECHNOLOGY
The seminar program
started in Horten (situated on the Oslo fjord, 1 ½ hours by car south of
Oslo) with a presentation of and by the Norwegian Coastal Administration (the Norwegian Pollution
Control Authority) and of Norwegian on-/offshore preparedness, including a
status report on recent incidents along the Norwegian coast, i.e. ’Green
Aalesund’ and ’John R’.
In the morning of the second day, we took us across the country to
beautiful Bergen on the west coast, where seminar participants was been
invited to visit the oil spill control units of two major Norwegian oil
companies. The main focus of the second day was presentation of papers on
recent incidents in Latin America and a follow-up report on the
‘Erika’ discharge operations.
On the third and final day we were invited to observe a large-scale
simulation of an oil spill at sea, the Annual Coordinated Depot Training
Exercise, headed by the Norwegian Coastal Administration and involving 25 vessels in all, from the
Norwegian Coast Guard, from two local refineries (Norsk Hydro and
Statoil), and from the Norwegian Clean Seas Organization for Operating
Companies - NOFO.

The 7th International Oil Spill Technology Seminar

NOSCA
was pleased to invite our colleagues to the 7th annual seminar
on Oil Spill Technology, which was held at the Norwegian Center for Marine
Environment and Safety in
Horten (1-1/2 hour drive from Oslo) in the beginning of June. Norwegian Coastal Administration,
Headquarters for the governmental response organization for major acute
pollution incidents, will co-host the event.
From the program we would like to highlight the following:
The Work Group and Professional Study Sessions that Norwegian Coastal Administration
presented was:
Resources: equipment directly related to mechanical oil spill
recovery, and Norwegian Coastal Administration’s new basin where tests of the equipment are made.
Training: Norwegian Coastal Administration’s training facilities incl. simulator training (a
case from the Oslo fjord).
Oil Spill Response: incl. Action Command – relating to how Norwegian Coastal Administration
responds in case of an oil spill.
The special session on Coastal protection and beach cleaning with 3 widely
different case presentations.
The Annual Inter Nordic Response and Combat Exercise,
taking place the last day of the Seminar in the Oslo Fjord, where a
wide variety of Nordic oil spill response vessels and
equipment will be involved.
