NOSCA
seminar 2006 covered among others: Presentations of experiences gained
from the 2004 "Rocknes" heavy fuel oil incident outside Bergen
and a large scale practical on-water oil spill exercise.
The
seminar took place in Bergen, on the beautiful west coast of Norway from
Tuesday 13 June to June 16 2006.
Bergen, the more than 900 years old city is well worth an extra day to
visit such historic sites as: the Bryggen Hanseatic wooden buildings,
the Rosenkrantz Tower, the Edvard Grieg Troldhaugen Museum and a private
stroll among the unique Bergen white wooden houses incl. a trip with Fløibanen,
a funicular ride to Mount Fløien with panorama view over the city
of Bergen.
The
2006 NOSCA seminar brought the participants on their
own Observation vessel to the site of a large on-water oil spill exercise
(no oil on water) that unfolded in an exposed area in the northern part
of Hjeltefjorden (one of Norway`s busiest tanker lanes) The scenario focused
around a grounded vessel leaking a substantial amount of fuel oil. First
18 offshore vessels and escort tugs deployed open ocean booms and skimmers,
subsequently the local authorities responded inside a small fjord and
perform nearshore and beach cleaning operations. Resources was brought
in from NOFO (the offshore operators), the Coast Guard, Norsk Hydro`s
nearby crude oil terminal Stureterminalen, STATOIL`s large crude oil terminal
and refinery at Mongstad and the Coastal Administration Emergency Department`s
own oil pollution control vessels. Shoreline and beach cleaning equipment
was mobilized by the local communities. (IUAs)
