This exercise is unique in the sense that it is a co-ordinated effort between all the key players on Norwegian oil spill preparedness - covering the parties being responsible from the offshore operators to the nearshore operations. |

Scenario: A large shuttle tanker has damaged its pumping equipment for loading of oil at a floating production facility. A large Tier 3 oil spill is a fact! - A total of 25 large and small vessels will be engaged "offshore" as well as nearshore with a total of 300 to 400 personnel called out! - All ExxonMobil and NOFO offshore resources are activated and due to the size of the spill the Coastal Administration's vessels and equipment will also support the "offshore" and coastal clean-up operations. When the oil is about to reach the shores outside Stavanger two Intermunicipal Response Organizations will respond with their nearshore equipment and smaller boats. |

EXXON MOBIL supported by NOFO - Norwegian Clean Seas Association for Operating Companies - will operate large OilRec class supply vessels joined by ocean going tow vessels. The S/Vs will deploy NOFO's new third generation equipment. The Petroleum Safety Authority and the Norwegian Coastal Administration's Emergency Preparedness division will join both in the table top exercise preceding the ocean going operations as well as the on water with large Coast Guard vessels with their high seas coastal booms and skimmers. NOFO will enlarge a helicopter to transmit IR-images during the night operations. Some og theses transmissions will be made available to the seminar participants. And finally, two Intermunicipal organisations will join with their inshore vessels and equipment resources. In total this will be this year's largest on-water oil spill control exercise. The large fleet of vessels and several hundred response personnel will be operating in an area stretching between 10 and 15 n. miles i.e. open waters off Stavanger port to the fjord area inside Stavanger. |
